Second part first:
I assume that by 'the web page' you mean the home page which your browser uses. If so, go to the page you require.
With Internet Explorer, go to Tools > Internet Options.
With the 'General' tab selected, click 'Use current' in the Home Page section. Click 'Apply', then 'OK'.
With Firefox, go to Tools > Options.
With the 'Main' tab selected, under 'Start Up' check that the top pull-down menu is set to 'Show a Home Page'. Click 'Use current pages'. Click 'OK'.
It's not entirely clear whether, for the first part of your question, you're trying to set up Outlook Express or whether your trying to copy mail from one computer to the other. I'll assume that it's the former.
To set up Outlook Express, you'll need to know the POP3 and SMTP settings to access your ISP's servers. Open Outlook Express on your desktop PC. Go to Tools > Accounts > Mail. If you've only got one e-mail account it should already be highlighted; otherwise click on the account name to highlight it. Select 'Properties'. Click on the 'General' and 'Servers' tabs, in turn, and make a note of all the settings. (You can ignore the other tabs),
Now open Outlook Express on your laptop. Go to Tools > Accounts > Add > Mail and create a new account which contains all of the information you've just written down.
