I want to send a large MP3 file via email it 15 meg whats the best/ easiest way to reduce file size without toomuch of a compremise on quality??

No one wants an email attachment of 15 Mb in fact I dont think your server will accept it.
Put it on a web page and email a link to it.
mp3 files are already compressed (with equivalent loss of sound quality) so you will not gain much by trying to compress them any more.

depends how good the quality needs to be
you can't compress them (zip or RAR - you need to re-sample instead)

I listen to talking books ... re-sampling a 64Kbps file down to 40Kbps almost halves the file size
