Control panel

I have a Acer laptop with Windows Vista and latley ever since i click on control panel it always restarts my windows and wont let me on it. how can i stop this??

what exactly is happening?
restarts when you try to open control panel
or since you opened .......

Yeah when i turn on the laptop and go onto control panel it comes up as windows is restarting and it just goes black and windows pops up again and it does it everytime i go onto control panel. So im unable to go there.
