"Layers" on Photoshop..

Can anyboady me? I am using photoshop, but when i add a layer, it wont let me drag it down to below the "background" layer. And this is limiting what backgounds i can put on my pics. Any ideas?

Copy your background image and paste it as a new layer. Then delete backgroung image. Then every object layer is moveable until you flatten the final result.

Alternatively promote the background to a layer.
