windows updates stuck on 0%

everytime i start up my pc,the 'downloading updates' icon sits in my taskbar permanently on 0%.i cannot access it to shut it off.any ideas anyone ?!

If you haven't already, you could try going to Windows Updates via the Start>Programs menu or in Control Panel and either turn automatic updates off altogether (and update manually regularly) or set it so that it doesn't notify you when updating. Sorry if you've tried this and that's what you meant by "can't access it".
