Can you be a little more specific as to what you are trying to drag (text, icon, file ??) and which software package you are using to do this. If it's text in say Word, then simply let go of the mouse or left hand button of your tracker, but if you are trying to move an icon across your desktop, it will only stay where you drop it if you don't have the desktop *locked*.....
At a guess, you are trying to drag a desktop icon. Right-click the desktop, select Arrange icons by... If there is a tick by Auto arrange, click on it to uncheck it. Now you can drag an icon, and it will stay where you put it.

If this doesn't answer your question, it's your own fault for being so vague :-)
do you think everyone is hard of hearing ?
or is it just so good you asked it twice?

you only need to ask once ... but you do need to ask a question .,... not just list a few random words with a few drags ....
