documents & settings in windows 7

bought new computer--has windows 7--can't access doc's & settings folder on c drive--says--not accessible--access denied--went to folder properties/security to change permissions--it wouldn't permit--access denied--i am the only user/administrator--have not set a password--any help appreciated--thanks

why are you trying to do this?

All user data is stored under c:\users in windows 7, there shouldn't be a documents and settings at all.
Actually, there is a Documents and Settings folder in Windows 7:

If you got to Tools/Folder Options and turn of "Hide protected operating system files", you'll see it.
Having said that, it is a *Protected* folder, and there's a good reason for that.
As Chuck asks "why are you trying to do this?"
What is it that you are trying to achieve that can't be done in an approved way (i.e. without directly accessing Documents and Settings)?
On checking it out, the documents and Settings folder purely provides a link to the Users folder. I'm guessing that it's there to redirect legacy programs to the correct destination.
