First I would check are ...
Graphics drivers latest version installed?
DirectX updates, and latest version?

Thanks Albags I think it maybe the drivers but when I go into the Toshiba drivers downloads there are about four and I am not sure which one to download or if I would do more damage by downloading a driver if it wasn't necessary.
usually 32 or 64bit, and different OS versions.
Check yours by looking at Task Manager front tab. If 64bit, should say so.
Also look in Device Manager /Display Adapter/Properties for info.

Hi Albags I have checked the drivers and this computer is a 32 but I am still not sure which of the Display drivers I need to download from Toshiba. The Chipset driver is upto date but there are a couple of drivers there that I don't have. Anyway I do not know enough about this so I will wait until I can get it checked out by those who do. Thanks very much for trying I think this is a very good sight. Cheers
