Deleting What's On An External Hard Drive

I have an external hard drive which was created for me when my old laptop was replaced via insurance. My daughter would like to download some of her laptop's memory on to it.
She has deleted most of what is on the hard drive but it won't seem to delete 2 files, one of which is a Windows file. Can she not delete these?

Try reformatting the external hard drive...

Sorry, yes I mean he files to free up some memory.
