Looking on Amazon to see the price I see you can buy used for half the
price how does that work when you register it with Adobe

There is a difference between registering and licensing.

Used copies will come with a license which will legally allow you to use the software. You may, or may not, be able to register the software as a second user (depends on the terms of the license) but to be honest, registering software generally doesn't gain you a lot (from a single, home user point of view)
