Can anyone recommend any good webpage design programmes that aren't expensive (or free!). I would like to try designing my own webpage for a business venture.

Serif WebPlus is good, and easy to use.

The 'Starter Edition' has a 5 page limit, but that's good enough for manybusines websites:

The current full version of Serif WebPlus costs £81.69 but older 'full' versions often appear on the cover disks of computer magazines.

NetObjects Fusion is a well-regarded program, which is used by many professional website designers. It's not cheap but there's a free version available, which might well meet your needs:

use Google Sites, its free - all you need is a free account with google. There's plenty of templates to choose from - and plenty of cool things to use on your site. Hosting is free to, give it a go some weekend! Good luck https://sites.google.com/
