Facebook Verification ?

Back to my neighbour again and his Facebook woes.
He has just shown me how he now has a demand from Facebook that he prove he is he. This takes the form of a "Not Robot" series of photo exams. Then he is asked to upload a photo of himself which "will be filed away and not appear on his profile on his page " (I am not quoting directly but the gist is there). He uses two iPads and both bring up the same demand as he tries to enter his own page.
As already explained, I have nothing to do with Facebook so know nothing about it but this looks decidedly fishy to me. Has anyone else come across something like this before ?
