Who offers the cheapest hosting please?

I have 16 sites to make live that are 'personal diary / blog' sites for staff as an xmas present. They will all need to access them seperately and have their own control panels. Individual hosting, with php capability is going to be a lot of money (collectively), do any of you know a cheaper alternative - maybe some kind of group hosting or similar that I could do please?? Hope somebody can help, many thanks!
