Go to Tools -> Internet Options -> Connections and make sure the settings there match your setup.
Usually you get this message if you've changed your connection settings for a different location, and forgotten to change them back.
For example, I changed the connection settings on my laptop to use the wireless network in a hotel, and forgot to change them back when I got back home, to use broadband.

So type the IP Address into your browser address bar.
If you type in a web address, your browser has to contact a DNS (Domain Name Server) to get the IP Address anyway, so you are just skipping a step.
As an example, if you want to go to the BBC site you can type in www.bbc.co.uk or 212.58.240.110. In the first case a DNS (probably your ISP's DNS) will be contacted which will tell your browser the IP Address is 212.58.240.110, once your browser has the IP Address it then contacts that address. This looking up of IP Addresses happens automatically so you dont have to do anything. The only problem with using IP Addresses directly is if a server is moved to another IP Address, you will still go to the same IP Address, you wont get redirected to the new site.
