Yeah, nothing to do with hardware. Think of it like an unlocking code for your phone line. By the way - they are not allowed to refuse. Once you get the code, give to your new ISP and forget it. It will take about week to switch, during in which time you will still be able to use it. After that time, you wont be able to connect to the internet (as your PC will be setup for your old ISP). Take it from someone who has been there, while you still have a connection, take the time to get your new connection details (username password etc) so when you notice you cant connect, you can change it. Some ISP's will ask for an email address so they can let you know - dont give them you old ISP! you wont get it, coz it will cut off. Try a temporay hotmail or something. Im telling you this, as i didnt take these precautions, and had to queue for 45 mins on the phone to get them. PM.
