I'm in the middle of a transaction that is not running smothly, and wanted to know, if i leave negative feedback first does it stop the other person leaving it for me? cheers

No. Beware of retaliatory feedback - I would try and sort it out before you leave negative feedback.
leaving neg feedback first guarantees you'll get the same back. Complete waste of time this ebay feedback thing
I agree with Kags, try and resolve first.

I don't necessarily agree the feedback system is a complete waste of time. At the end of the day it does still give you an idea of who you are dealing with and you should be relatively safe using it as a guidance.

It's a shame there are rotten eggs out there who spoil things. If it means you losing a perfect feedback you might be as well biting your tongue and just leave no feedback.
