Yes, but the amount of data you download with both of those will be minimal.

One video clip will probably be more data than you download from both those programs in a year.

By far the largest things you can download is video / movies.

Just to make it clear:
EVERYTHING that comes from the internet counts towards your download limit. Every e-mail, every letter on a web page, every picture, every software update, even every software update-check when no updates are available requires your machine to query the update server and receive a (downloaded) reply.

It's just like your electricity supply: It doesn't matter what eventual purpose you put the electricity to, it still comes down the wire and gets measured for your bill.

just out of interest, how much do you pay per month for your internet access ?
many providers now offer unlimited broadband where they were capped for no price increase eg eclipse who I am with.
