internet explorer tabs not working

hello
you know the feature in the new internet explorer were you can use tabs so you dont have to open several different pages . well everytime i click for a new tab it does not work and comes up with a pop up saying " do you want to save this file name:tabs welcome tabframe : ieframe.dll
when i save the file pop up nothing happens what wrong

Tools - internet options

Click 'settings' at tabs

Enable tabbed browsing - click

'Open links from other programmes'
Click the middle button

Click 'ok'

You may have to restart IE

all those settings were the same as you wrtoe above and its still not working also i cant even have two interenet pages open at the same time because the pop up download will come up
i would use firefox but im so keen on it
really want it fixed
please help ?
or ill have to wring microsoft which will be expensive and i probably wont get anywere lol x

Ok. Did you install IE7 yourself, after having a previous version of IE, or did your pc come with IE7?

it came with it when i updated to vista a fews months back , i have just restarded my laptop and its worked so far
i have not yet had the popup
