Tiscali refuses to credit me for �9.99p they were not entiltled to.Added to this they telephoned me admitting their mistake and promised to repay that sum.I have have threatened on principle to take Court action against them to no effect. Any ideas?

Take them to court. :)
Cancel Tiscali and go to another service provider.

Take them to court- they can pay the charges as well.
