That isn't bad at all for a service that isn't cable. When we had BT internet we only got speeds of about 2000kbps, with Virgin cable we get just short of 20,000kbps download and around 700kbps upload.
If Chuck says it's above average then you have no cause to complain. Incidentally, to whom would you be complaining if it were necessary.
I have lodged a complaint with BT that my speeds have dropped from 6330(upload) 220( download)...to...1707 and 162. However, whilst my my telephone calls to India were dealt with very politely, the assurance that a local technician in the UK would contact me on the matter within 24 hrs has not materialised.
