There are loads of free email services which permit attachments. However most of them only allow you to access your account via the web, rather than by using a proper email client (such as Outlook Express or Windows Mail). My own preference would be to choose a service which lets you use both methods for sending and receiving mail. By far the most well-known is, of course, Google's Gmail:
