Try hitting F10 or F1 when you are booting up and change the bios settings to boot from cd first. the restart with the system CD in. Also Hp do have online advice and trouble shooting that is quite informative.

Your post is a little confusing, are you trying to boot up from an existing installation of your OS or are you trying to re-install it,

well trying to install new os think ive deleted instead of formated can u help me plz(k)

Then you need to follow the advice given by Rabelais in that you must change the boot sequence in the BIOS.
This is done by hitting the appropriate key during the POST screen as soon as you power up. which key though depends upon the make of motherboard and can be either the DEL key(most common) or a function key such as F1 or F10.
Upon entering the BIOS look in the menu for Boot Sequence and change the first boot device to CD-ROM.
Save and exit the BIOS and your computer should then boot up from the CD
Then follow the instructions which should present you with the option of installing or repairing the OS and will also carry out a quick or full format of your choosing.
