Rules for use - HP printer

Is it illegal to print copies of £5 notes? I need one side as t'other will have an advert but my printer refuses & says 'Rules for use'. Wots that all about ?

See the panel towards the bottom left of this page for the rules on reproducing Bank of England notes. (It's a serious criminal offence to reproduce them if those rules aren't adhered to).

Both hardware and software applications now increasingly have CDS ('Counterfeit Deterrence System') built in. Your HP device clearly has but you'll also find that programs like Photoshop do as well:
