Can down load a form but cannot fill in the details because it locked is there a way to unlock to be able to fill in to send off

Cant copy as it wont let me select any thing
You have downloaded an image of a form, not an editable .pdf.

They want you to print it out, complete in ink and send through the post.
I suspect that the form is a PDF document. A 'proper' form, created with the relevant software can have fields which can be completed by the recipient but many people create PDFs by using a shortcut method which effectively just 'takes a picture' of the form. In the same way that you can't type onto a photograph copied from a web page, you can't type onto the form.

If I'm correct (i.e. it is just a PDF document, with no field created for the user to fill in) you'll have to print it out and fill it in manually. You can then either send it by snail mail or scan it, convert it to a PDF (using doPDF or similar) and email it.

Thanks for all you help .Printer not woring s may email to have it printed the manually fill it in as suggested ,thanks
weecalf, if it is urgent you can go to your local library and they'll print it out for around 10p
