lame file for Audacity.

I have downloaded Audacity on my computer which runs on Vista,so as to convert some vinyl and audio tape tracks into MP3s.
To do this one also has to download a lame file, which I have done.
The problem I have is what to do with this file.
I have gone into C:programme files and clicked on lame_enc.dll, and up comes a caution stating "you are attempting to open a file of type application extension (.dll)" Open with.
Will I be safe to open this with Audacity?

When you go to produce an mp3 with Audacity, it will ask you for the location of the file. Once Audacity knows where it is it will use it in the future.
Alternatively, you can tell Audacity where to find it right now.
In Audacity, click Edit/Preferences
On the left click Libraries
On the right, next to mp3 library, click locate
Click browse and locate the lame_enc.dll
Click it and then click Open
Click OK
Click OK

Lame doesn't run .. it is not a process or program.
I guess if it was corrupted .. or couldn't be found, that could 'hang' the program up until forced closed.
Next time, try to open Task Manager .. may have to wait ..
then locate the offender .. force closed.
You may have to re-start Explorer there too .. in the Task Manager.
