I think you'll find you can block Safari .. but not user from downloading any other compatible web browser app. and using that.
I don't think there is a modifiable host list you can edit .. If there was, it would be pretty easy.

You have a better chance of blocking it (the address) in your router ; )
Otherwise .. try gluing their zipper up!
