do you mean to look at an area at street level? if so just hover over the right hand side of the page and zoom in? though me being thick as poo you might mean something more technical than that in which case i don't have a clue sorry.
There is a littlke yellow man on the left of screen, drag and drop him where you want to look. Walk up and down the street by following and clicking on white arrows.
If there isnt a yellow man, there is no steet view.
The little yellow man is on the right side of a desktop pc, and press and hold the curser on him and drag him to the road (which will have blue ines along it) and release your hold and wait a few moments for the street level to appear, you may then look all around and travers along the road by using the curser, easy with practise.
You need to be in Google map rather than Google Earth for this. Then do as others say and drag the yellow guy onto the street for a view of the area.
Am sure my man is green, have I got Google Mars then??
Dunno about maps, but that works fine as described in Earth.

Thank you all for your answers but when I drag the little man instead of it going into street level view it goes into ground level view, then when I click exit ground level view it reverts back to an aerial view.
try dragging your mouse around on the screen slowly
Use the arrows to turn round, and look up/down. Use the +_ to go a bit further back, or zoom in.

If you drag the yellow man and end up in Ground Level View it is likely that the area you want has not been photographed for Streetview.
On my system if you hover the yellow man over a desired area blue lines will appear along all the roads mapped.
