I am not an expert in this area, but I can guess that perhaps your computer or email system has been sending out spam or viruses so it has been blacklisted by Virgin.

This may not be something you have done but your machine may have been invaded by a virus or some malware.

If you have any PC security then run that (anti virus, malwarebytes etc).

If you can get back on the interent then download "malwarebytes", "spybot search and destroy" and "ccleaner" and run them all to try to "flush out" any nasties on your computer.

Note this may not be the problem at all, but it wont hurt to double check your computer does not have any nasties installed.
btw you should contact Virgin to see if they can tell you WHY you have been blacklisted.
IP addresses are usually blacklisted because they've been linked to spammers.
Check your current IP address here:
http://whatismyipaddress.com/
Then unplug your router from the phone socket. Wait a few minutes and reconnect it. Check your IP address again. It should now have changed and thus no longer be blacklisted.
