When a mobile is described as "SIM-free," what does that mean?

It means that it's not tied to a network. If you buy one you will need to provide your own SIM from your provider.

and you will get a far better sim only contract....way cheaper cus you wont be financing the so called free handset
It means it is just the handset, no contract with anyone to provide the service. Hopefully it means the handset is not locked to a particular provider also, but you might want to check before you buy, just in case.
