if the function switch/range switch is set to 200 vac what will the multimeter read if a measurement is made directly across both terminals of a good fuse or circuit breaker in a 120 vac line?

It wont read anything if the fuse isn't blown or the circuit breaker is not tripped as there will be no potential difference across the either.

If you have to test the continuity of a fuse or circuit breaker with power applied which is not advisable you need to check the output side of either with respect to the netural wire.  If you get 120V ac then there is continuity if not then there isn't.  The beast and safest way is to swithof the power and remover either if possible and test with a continuity tester.  Be carefull and hope you get it sorted.
