Contacting BT with technical problem

How do I actually get to speak to a BT engineer in this country rather than some guy in a call centre in Bangalore?

A neighbour of mine was with 'Talk Talk' and, a few years back, when severe lightening struck in our area and all telephone lines were put out of action, he was last on the list for attention by BT whose landlines were involved with the service he was getting from TT.
It was a severe thunder storm and lightening actually struck my house and my Insurance claim involved the 'write-off' of a 'plugged-in' Laptop, Desktop, TV set, Bedside Radio etc. However within 24hrs I was back on line Telephone wise and, if my comps had not been put out of action, I would have been back on line for the Internet.
Good on BT I say......Ron.

My problem is that my internet keeps dropping out. There was also a crackle on the phone line. (All conections into master socket).
ISP said BT problem
BT (Bangalore) said they have checked the line and found no fault
BT (website) also said they will repair the problem by yesterday evening. Not done, still got the problem with internet although phone crackle seems to have gone.
I want to bang heads together - but which heads?
