is it possible to digitise old cine film so you can take still photos from it?

Short answer Yes. If it's pro 35mm the quality will be better than domestic 8mm etc.

I have an Epson all-in-one printer/scanner/photocopier, model Stylus Photo RX640. I can put strips of 35mm film into a special holder that is supplied with the machine, and I can print photos from that film. I can also do that with 35mm colour slides, which likewise fit into special holders. You might find the Epson machine useful, if they are still around. I bought mine, new, in 2007.
