deleting in safe mode

some programs i cant remove with win add/remove progs oe a 3rd party uninstaller, therefore is it totally safe to manually delete the folders relating to the programs from c /program files in safe mode?

Yes you can do this but there are still references to the programs in the registry which should also be removed.
