That is only £32.19 from the original reasonable price of £63.75.
I have priced up this phone on Amazon and it costs a whopping £379.95.
I'm guessing that the price you found on Amazon is for a SIM-free phone.
The price in the article is for a contract phone. Phone prices on contract are heavily subsidised by the network provider, which is why you get locked into a contract, and also why the phone needs to be unlocked before it can be used on another network.
But that's a SIM free phone on Amazon and the example given in the 'States is a 2 year contract so you're not comparing like for like. You can get it for free in the UK on a 2 year plan at £28.50 a month.
More likely they are halving the price because MS has announced that windows phone 8 will be out in Q3 of this year and it won't be compatible with existing windows phone devices.

Even if it were free, not really a good moving buying something that will run an obselete operating system. Better waiting for a Windows Phone 8 device.
