My computer is running rather slow and I have had a pop-up appear asking me if I want to download for free 'PC Performer'.

For a start, registry cleaners are all a waste of time and just as likely to cause problems as they are to fix anything.
Additionally, appround.biz is classed as an unsafe site, so it's unlikely that you'd even get the genuine version of this software from them, more likely a fake bit of software that would warn you about all sorts of non-existent problems and ask you to pay money to remove them
As you are getting pop-ups asking you to download it probably a good idea to run a full scan with malware bytes just in case

I'm no expert, but that says it will fix "up to 15 registry issues" & it's almost certain they're nothing to worry about. Once you've used the "Free" version, you'll be asked to pay in order to fix the "1000's of registry issues that remain" (or words to that effect).
I wouldn't touch it with a bargepole of any length.
