Using a mobile phone in South Africa Who pays for the calls?

A relative has gone to South Africa. They do not have access to the internet. But they have bought a SA Sims card for their mobile. I have no information regarding costs.
If I ring them I will pay for the call, but is there a charge also made to the person receiving the call?
Does the reverse apply if they ring me?
Is there somewhere were I can establish call Charges as information and contact with my relative is very difficult?

I`m pretty sure that if they have a SA sim they will just pay for their calls. You pay to receive a call when you take a mobile out of it`s home country (ie if I take my T Mobile phone overseas, I pay £1.20 to make AND receive calls). If you have a UK mobile and you are in the UK, you won`t pay to receive their calls. You should be able to get info regarding their costs if you find out what SA telecom company they`re with.

I am sure 237SJ is correct.
I had a wrong number on my mobile about 6 months ago and the call was from New Zealand.
Nothing appeared on my bill and I would have complained if I had been charged.

Thanks for the responses I ave got a list of companies that seem to have reasonable charges to mobiles in SA.
I have tried sending a text as a test but it just sits in my outbox with a yellow warning triangle against.
I think there must be something wrong with the number I have been given for my relatives mobile. It begins with "0" but the whole number is only 10 digits long out mobile has 11 digits. The other information I got from Orange is that I should drop the zero "0" from the front of the number and replace it with 27 for the country code following it with the rest of the digits. I have tried this and it still wont go.
Any Ideas
