Nokia 3220

Sometimes when my phone rings, I have the option of either answering it, or pressing the 'silent' option so it keeps ringing silently & then goes to voicemail, which is great if I can't take the call but don't want the caller to think I rejected the call.  However, sometimes it gives me the options to answer or reject, but not silence... why is this??
