Sending E Mail

I am having trouble sending e mails.. I get a message saying the server could not be found. Account Hotmail server.. i think i just need to enable or disable something somewhere , but what and where? any help gratefully recieved..

this is the full message ....The server could not be found. Account: 'Hotmail', Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp', Protocol: HTTPMail, Server Response: '', Port: 0, Secure(SSL): No, Socket Error: 12007, Error Number: 0x800CCC0D

This is what MS support say:
"In Outlook Express, click Accounts on the Tools menu.
Click the Mail tab, click the Hotmail account, and then click Properties.
Click the Server tab, and then change the HTTP Server URL to the following Web address:
http://oe.hotmail.com/secure/hmdata
Click OK."
