Does anybody know if it is possible to download and install the HTC phone
weather and time widget on a Samsung phone? if it is possible how is it done?

Look at that link. It’s not the actual HTC app but is made to look just like it. You’ll need to download the file and install it manually – make sure your phone is set to install apps from outside of google play (settings – security – unknown sources)
