my grandson as a panasonic viara smart tv and wants to use it like the internet got to stage where it asks for credit card details for billing, can anyone please tell me if that means there is a charge for using the tv in this way

There's no charge for using the Internet from your tv (assuming of course, that you've connected it to you own router). But the Viera comes with a number of apps, one of which is Netflix. If you want to watch movies on Netflix, there's a monthly subscription charge, not for the connection, but for the content. There may well be other apps that give you access to chargeable content. If you don't want to pay, just don't use the App.
