Rotating photo Images ?

I have been attempting to rotate photo images using a photo editor. It has always been saisfactory until recently when I tried to rotate a batch of older photos. Some were Okay but some became clouded or even covered by lines, thus blurring and ruining the photo. Any explanations please

sounds an unusual problem, may i ask what imaging software you are using?
