If you have a TV in card on your computer, you could import the footage via Windows Movie Maker or similar and use the software to capture an individual frame.
If you have the footage on DVD, most modern software DVD players contain a "frame capture" option (usually a camera icon) that will save a picture to the clipboard. You can then paste it into a suitable program (any image editor, art package or even Word) and print from there.
