I am buying a new Quad Band phone - a Nokia 300 Asha.

If I dial locally in Canada, will I pay local call charges?

If I dail to the UK, will it cost a fortune?

I hear horror stories about people having to buy local handsets and SIMs to get in contact, and I can't seem to get a definitive answer.

It all depends if the network you are on has an agreement with the local Canadian telecom company to charge your account, if you are on pay as you go this will probably not be possible and you won't be able to make calls. Check with your phone airtime supplier that the account can de debited by a foreign network. You would probably be best obtaining a Canadian sim when you arrive. Just because the phone itself will work "anywhere in the world" doesn't mean that you can make calls abroad, we had the same problem in both Vancouver & Calgary, the advice was to buy a local sim and use that.
