Hard Drive Connecting?

I plugged in an external hard drive and it was fine. I unplugged it (I thought safely) and later plugged it in again. Now it comes on - light is on and it hums etc but the pc isn't picking up that it's connected. I've tried two different leads/ restarting etc. any ideas what's wrong ?
