I am trying to uninstall something from my control panel, but every time i do i get a pop up window telling to turn off my browser. The browser isn´t being used at the time, so what am i supposed to do?

Try uninstalling it in Safe Mode.
(Restart your computer and press F8 during the boot-up process. Accept the option for the most basic version of Safe Mode. Don't worry that your screen will look rather odd - you can still access the Control Panel. To get out of Safe Mode simply restart your computer).

i tried both of your suggestions, without any joy. I even turned off my wi-fi connection, still no joy.
Can you tell what it is you are trying to uninstall, there may be some peculiarities known, could you also provide the exact wording of the pop-up?

foa, fitzer, i´m trying to uninstall " my search dial "
the wording in the pop up box says," the uninstallation requires your browsers to be closed during the procedure. Please make sure your browsers are closed before continuing"
Hmm, the comprehensive instructions here http://forums.anvisoft.com/viewtopic-56-5834-0.html make no mention of an 'false' browser messages on uninstall, it does seem unlikely that you would have any browser sessions open if you started in Safe mode. Which browser(s) do you use, prior to attempting an uninstall could you fire up task manager and look for any processes such as iexplore.exe. firefox.exe or chrome.exe running and stop them if they are and then try again
