I suspect this is a setting in your "Call settings". Depending on which Android version you have, you need to navigate something like "Settings-->Call Settings-->Additional Settings-->Call Forwarding-->Voice Call. Check your "Always Forward" setting, and disable it if enabled.

Thanks sputnik.
The 'Always forward' was already disabled when I checked, so I took the easy way out and went to the O2 shop. They replaced the sim card and said to give it 24 hours to see if there are any more problems.
Now I have 4 bars instead of a wavering 1-2.
