Could some one please explain how does one down load pictures
from picasa 3 onto a memory stick.

They are simply on your hard drive and Picasa 3 is one of lots of different programmes that you could use to view or edit them. So you don't need to use Picasa 3 at all to copy them to a different location.
Insert the memory stick into a USB drive. You'll probably see a box offering you various options. If so, select 'Open folder to view files'. If that box doesn't appear, go to 'Computer' and double-click the icon for the USB drive.
You'll now have a window open displaying the contents of the memory stick (which will, of course, be an empty window if it's a new memory stick). It will probably only take up part of your screen anyway but, if needed, resize it so that you'll be able to fit another window alongside it.
Now go to the folder where your pictures are stored (which might well be 'My Pictures', or similar) and double-click on it. You'll now have a second window open. Again, resize it if necessary, so that you can see both open windows at once.
To copy a single file from the 'My Pictures' (or whatever) window to the memory stick window, simply 'click & drag' it across.
To copy a block of pictures, click on the first one to highlight, then hold down Shift while clicking on the last picture. (That will highlight the whole block). Then 'click & drag' the block across.
To copy a selection of pictures (that aren't conveniently located together in a block), hold down Ctrl while clicking on each picture that you require and then 'click & drag' the selection across to the other window.
Those are exactly the same instructions that are used to move any files between folders on your computer. They now teach 6-year-olds how to do it at primary school, so it shouldn't prove too hard!
