It's perfectly fine to delete them, but they don't take up much space, and you might notice that your favourite pages take a few extra seconds to open the next time you use them.
You might want to clear your internet files, as they take up a helluvalotta memory at times. Basically, every time you see any image/logo on your screen, your pc stores it.
To clear them, and your cookies, open your internet explorer, goto tools, then internet options, and then delete cookies and delete files (may take a few mins, depending on what's in there).
Also, if you click on 'settings' on the same box, you can set how much of your harddrive you want to use for files storage.
Hope this helps.
