Do you mean restore an item to the desktop from the recycle bin?
If so you just right click the item and it will give you the option, or just drag it onto the desktop.

meant to say how to restore an emptied recycle bin
I don't believe you can restore an emptied recycle bin.

However the files are almost certainly still on your hard disk (just the pointer to them has been removed).

So use a program like Recuva to find deleted files.

p.s. Just to explain that when you delete a file in Windows it does not actually delete the file, it just removes the pointer to it, so as far as Windows is concerned the file dies not exist.

However it will almost certainly still be on your hard disk (unless you have done a lot of activity on your hard disk in which case the space where the file was may have been reused).

So try Recuva and see what it finds.
