If the borrowed mouse works then the problem is not with the cursor but with whatever you normally use to control it.

I have no experience of notebooks but suspect your mousepad may have an issue. Could be physical, could be software. Pads are a pain to have on anyway; might it not be better to keep a mouse connected ?

Otherwise apart from reinstalling mousepad related software, and if that failed getting a technician to look inside it; not sure what else to suggest.
If there is no switch above the mousepad there will almost certainly be a function key to turn it on/off. The function key is usually at the bottom of the keyboard - hold that down and press the symbol on the top row which the manufacturer thinks is blindingly obviously an icon of the touchpad.
As there is Not a button above the Touchpad, then pressing Fn + F6 should unlock the touchpad on your Packard Bell Notebook.

I hate Touchpads and prefer using a mouse. It gives more control over a cursor and/or pointer

Hans.
Trouble is when you use a mouse with a laptop it's not a laptop anymore.

thanx folks for your advice, trouble is, it hasn´t worked. fn+f6, nothing!!
any other ideas would be appreciated. thanx
Fn + F1 on my wife's Sony VAIO. Look at the symbols on the function keys and see if one vaguely looks like the mouse pad.
I've just found another method.

Control Panel > mouse > Device Settings and then select the Touch Pad and Enable.
